¿What is CIIPRE?
The Research and Innovation Center for Undergraduate Studies (Centro de Investigación e Innovación de Pregrado – CIIIPRE) is part of the Undergraduate Scholarship Office of The National Program of Scholarships and Educational Loan (PRONABEC), and is in charge of promoting and make research and innovations that allow having evidences for contributing to an effective management, efficient and quality of the social investment that the State make in its field of competence.
It is important to know that the absence of generating mechanisms for evidence limits the correct take of decisions in public policies. This difficult the implementation of novelties that improve the quality, effectiveness and efficiency of activities and public management procedures.
CIIPRE is the first unit of research and innovation, in a social program of the Peruvian State that boosts a culture of evidence for the public management. Moreover, strengthens a better quality of the expenditure of the public resources, framed inside the model of the Budget by Results (PpR), impacting in a better service for their benefits.
Focus
Generate researches and innovations that allow having the evidence to contribute to an effective and efficient management and quality of the social investment that the State makes from the Undergraduate Scholarship Office of PRONABEC.
Pioneer organization and leader of the State in research and innovation for the generation of evidence in the higher education subject that guides the generation of effective public policies for PRONABEC.

Background
The Undergraduate Scholarship Office of PRONABEC in 2013 composed a work team call “Monitoring, Evaluation and Evidence (Monitoreo, Evaluación y Evidencia)”, whose goal is to give technical support to strategies implemented by the Program and analyses the achievements of this in terms of coverage and quality of the educational service. In this way was possible the publication of a series of technical documents.
The Undergraduate Scholarship Office, that manages Beca 18, is the single institution managed under the model of Budget by Results (Presupuesto por Resultados PrR), allowing the procedure of the budgetary management be developed according to the principles and methods of the approach by results contributing to build an efficient State, able to generate more well-being levels in the population.
To date, Beca 18 has awarded 23,385 comprehensive scholarships for undergraduate studies, not only for Ordinary modality (Modalidad Ordinaria) but also for the 6 types of scholars in Special Modality (Modalidad Especial). The Undergraduate Scholarship Office is in charge of these modalities.
The PRONABEC in its continuous work for a management of quality in the operating procedures of the Undergraduate Scholarship Office, obtained in 2014 the certification ISO 9001: 2008, constituting this fact a price for the effort and excellence showed, the same that required a constant evaluation and optimization of the mechanisms the program have to support efficiently to target populations, to ensure the good management of the State’s resources.
In that sense, have been shown the importance of the research (evidence generation) for an adequate take of decisions of the public management to achieve the effectiveness and efficiency of the Program, fact that have been manifested in the positive results obtained during 2013 – 2015.
Is in that context where, from the Undergraduate Scholarship Office of PRONABEC, have been proposed the implementation of the Research Center and Innovation of Undergraduate (Centro de Investigación e Innovación de Pregrado - CIIPRE), with the spirit of institutionalize the practice of the research with the aim of building a new evidence of culture that facilitate the take of decisions for the management of social investment in the field of its expertise.

Goals
- Develop researches for the generation of evidence and implementation of innovations in the social management of the public investment in the Undergraduate Scholarship Office of PRONABEC.
- Suggest and make studies and researches in links with specialized institutions in the field of research as well as the link with internal or external researchers ad hoc, with previous approval of the same by the Executive Management of PRONABEC.
- Develop, test and validate diverse studies or researches performed.
- Suggest innovations of the procedures and/or duties of the Undergraduate Scholarships Office hold by the research of a better quality, efficiency and effectiveness of the duties of that line agency.
- Publish working papers, research, memorials and other documents that derivate from the researches done.
- Organize and execute activities or events for the presentation of the researches done to present the documents obtained for their use in the improvement of politics established by PRONABEC.

Lines of Research
The research areas in which CIIPRE concentrates its efforts can be defined in 3, as follows:
Social Networks
From this place we intend to analyze, in the frame of the beneficiaries of the program, how social networks are determined before, during and after the presence of higher education. At the same time, it is pretended to analyze how these networks interact over other dimensions of the person development.
Neuroscience & Education
From the perspective of the neuroscience as education philosophy of the future are developed studies that follow by one hand theorize about the progress of neurosciences, and by the other hand, understand how, from Beca Vocación de Maestro, contribute better with the quality in the teacher training.
Public Policy
With the concrete goal of seeking an efficient and effective management of quality it is necessary to develop studies in the frame of the ongoing process within the different areas that involve the action of the Undergraduate Scholarships Office. This seeks to generate concrete evidence to help as a reference model to other subsidy programs for higher education.

Pronabec presenta “Evidencia para políticas públicas en educación superior”

A lo largo de estos tres años, el Programa Nacional de Becas y Crédito Educativo (Pronabec) ha consolidado una gestión pública basada en la evidencia, que permite que se cumplan con mayor eficiencia, eficacia y calidad las metas trazadas al inicio de esta historia.
El martes 17 de febrero de 2014 el Pronabec, a través de la Oficina de Becas Pregrado, presentó el libro "Evidencia para políticas públicas en educación superior” en la Universidad de Lima, con la presencia de embajadores, académicos, autoridades y representantes de instituciones de educación, además de algunos becarios que escucharon atentamente la presentación de Raúl Choque Larrauri, Director Ejecutivo del Pronabec, y de Víctor Salazar Cóndor, Jefe de la Oficina de Becas Pregrado.
“Evidencia para políticas públicas en educación superior” está compuesto por seis trabajos de investigación: Educación y Movilidad Social en el Perú; El Estado de la Juventud en el Perú: Situación actual e iniciativa para un cambio; Propuesta de una metodología para determinar el Índice de Bienestar de un hogar en el marco de acción de un programa social; El Talento desde una Perspectiva Neurosocial; El Universo Amazónico: Una mirada cuantitativa a los hechos y algunas conclusiones para políticas públicas; y Los Maestros que el Perú necesita: Determinación del déficit de docentes para la escuela básica peruana en el 2021”.
Investigaciones de importante lectura para todos los peruanos, pero sobre todo, necesarios para la consulta de los decisores de las políticas públicas en materia de educación en el Perú. Como lo dice Christopher Neilson, investigador de la Universidad de Princeton, en el Prólogo de este libro, se deben diseñar e implementar políticas públicas nutriéndose de la evidencia empírica: esto significa estar bien informado, tener los datos que den luces sobre el camino que se está siguiendo.
“La mejora de la educación, la integración social, y asegurar el futuro de los jóvenes depende de que se puedan identificar los problemas con evidencia concreta, que las políticas se diseñen en base a esta evidencia de manera que se dé el mejor uso al tiempo y los recursos”, enfatiza Christopher Neilson, en este libro que se puede consultar íntegro en la página web del Pronabec.
La buena nueva es que este libro es tan sólo el Volumen 1 de una serie de otros libros que se publicarán bajo el trabajo que está realizando el Centro de Investigación e Innovación de Pregrado (CIIPRE) del Pronabec.
En un programa social, como Beca 18, cuyo público objetivo son miles de jóvenes que están en situación de vulnerabilidad social son, pues, trascendentes los avances que se hagan para tener certeza que se está cumpliendo con los objetivos. El servicio público debe ser el más profesional y el Pronabec, a través de la Oficina de Becas Pregrado, “ha tomado el liderazgo” en este tema.
